Design issues in a mandatory greenhouse gas emissions registry for the United States

چکیده
On March 10, 2009, the US Environmental Protection Agency (EPA) proposed a new rule, Mandatory Reporting of Greenhouse Gases. When final, the rule would compel most large sources of greenhouse gases (GHGs) to report their emissions to EPA as well as fossil fuel suppliers and vehicle engine manufacturers to report their fuel sales and engine emissions rates, respectively. We suggest a number of improvements to the rule that would enhance compatibility with expected future climate legislation and enable a broader range of policies and analysis: (1) lower the threshold for reporting to a level more consistent with expected future legislation, (2) require reporting of electricity use along with direct emissions, (3) require reporting of emissions per unit output for a small number of selected sectors, (4) include a system of identifying corporate ownership of reporting facilities, and (5) identify a path toward coverage for sectors that were left out of the proposal due to underdeveloped reporting

Economics of Energy Efficiency in a CO2 Constrained World
Greenhouse gas emission trading programs have been initiated in the European Union, Canada and the United States in an effort to harness market forces to efficiently reduce greenhouse gas emissions. Three major methods for reducing or offsetting greenhouse gas emissions are purchasing greenhouse gas emission reduction credits, purchasing renewable energy certificates, and improving energy effic...

Issues related to environment are one of the most important issues that confront communities in recent decades. Resource scarcity and the necessity of development for Iran and other similar countries requires us to deal with carbon dioxide emissions as a manifestation of environmental crisis. In this study, we assess the relationship between carbon dioxide emissions as a dependent variable wi...
متن کاملTransitional Strategies for the Reduction of "greenhouse Gas" Emissions in the United States Electric Power Sector
Environmental issues have become increasingly important in the political arena, particularly with growing concern over the "greenhouse effect", a potential global climatic warming caused by increases in anthropogenic emissions of greenhouse gases. The United States alone accounts for 25% of the worldwide emissions of C02, the most important of the greenhouse gases. The generation of electric po...

متن کاملUnderstanding Greenhouse Gas Emissions from Unconventional Natural Gas Production
Natural gas comprises almost one-fourth of all energy used in the U.S. New technologies, sometimes referred to as “unconventional” have enabled the production of more natural gas and have expanded domestic energy reserves. Natural gas is generally recognized as a clean-burning fuel source, producing less greenhouse gas (GHG) emissions per quantity of energy consumed than either coal or oil. How...
